HARGEISA (Halbeeg)- The authorities in the breakaway Somaliland has today concluded audit of the civil service aimed at establishing its employees.
The audit aiming at organizing Somaliland workers at different ministries and establishing the overall civil servants was embarked ten months ago.
According to a report released Saturday by Somaliland Public Service Commission, the program has registered the civil servants working under different government organisations with their personal details.
Speaking to media, Sharmarke Ahmed Muhumed, the head of Somaliland Public Service Commission said the purpose of rationalisation is not to retrench people.
Mr. Muhumed noted that the programme was part of the ongoing reform agenda of transforming the public service.
“This exercise has facilitated efficient and effective utilisation of the resources as the rationalisation focusing on human resource and skills audit,” Mr. Muhumed said.
The official said the audit would yield positive results such as promotions and retraining of staff to improve their competence.
He pointed out that the program was implemented with “utmost professionalism” and that it complied with all the necessary legal and constitutional requirements.
According to the report, there are 14,000 public servants with 3500 being female civil servants.
“75% of Somaliland government workers are male while the remaining 25% represents female workers,” he stated.
There have severally been concerns about the cost-effectiveness of the public service in the previous governments.
“We have been carrying out this exercise for last ten month, now we have completed successfully came up the overall of Somaliland civil servants which in totally stands at 14,000,” Muhumed said.
The exercise was funded by World Bank, according to the Somaliland Public Service Commission.
Somaliland declared independence from Somalia in the 1990s.
Despite relative stability and commendable governance, the region has not yet been recognized by the international community.
