Mogadishu (Halbeeg) – Somalia’s member states have thrown their weight behind the federal government on the special arrangement.
Early this Month, Somali government opposed International Community’s move to renew Somaliland Special (Aid) Arrangement amid the authorities in the breakaway Somaliland welcomed the decision.
In a statement on Sunday, the leaders of Somalia’s regional states supported Somali government’s stance to block the renewal of the New Deal Pact which was adopted in 2013.
“We strongly support the position of the Federal Government of Somalia as communicated by H.E. ambush. Gamal Hassan in his letter of 9th June 2018 on the Subject of Renewal of an Expired Arrangement, which, at the 2013 New Deal Compact was agreed for only a set of the period (2013-2016),” the statement reads.
The Council of Inter-State Cooperation (CIC) warned International Community against bias and damaging of the country’s sovereignty.
“Any renewal special arrangements should reflect the economic situation of each FMS (Federal Member State) and should not be inclined any single state/region or damaging the sovereignty, unity and territorial integrity of the country,” CIC warns.
The leaders of the FSM called on the donors to refrain from lobbying for Special Arrangements.
“The lobbying for Special Arrangements in favour of one of one state/region over others by some donors confirms the reservation in the leadership of the SDRF (Somalia Development and Reconstruction Facility) and may cause us to revisit our participation in this aid architecture,” the leaders said.
In a letter dated June 13, 2018, seen by Halbeeg News, addressed to Somalia Donor Group, Mahdi Mohamed Gulaid, Somali Deputy Prime Minister said Somalia would carrying out realignment and will base on the arrangement the terms in the New Partnership for Somalia.
“We would, of course, realign the arrangement with the new terms and conditions set out in the New Partnership, from which we would not deviate in any way,” the letter reads.
In 2013, the International Community inked a “New Deal Compact” with the federal government of Somalia.
The deal was setting out the priorities and principles governing the partnership between Somalia and donors till 2016.
The agreement was recognising the situation of Somaliland to be different in ways Puntland and Southern Somalia which at the time had no regional states.
In May last year, during the conference in London, the deal was replaced by ‘New Partnership for Somalia.
At the moment, the federal government of Somalia lashes out the renewal of the arrangement as the country has several regional states.
