Somali government has nullified a covert agreement between a Dubai-based Private company and the country’s Ministry for Defense.
The undated agreement has been unknown till the diplomatic relations between Somalia and United Arab Emirates deteriorated recently following the ban of DP World and the seizure of the 9.6 US million at Mogadishu Airport.
In a statement, Somali information ministry said Somali government launched investigation into the existence of the alleged deal and its procedures.
The statement said the procurement process has not been followed during the signing of the agreement.
“As it confirmed by the Minister for Finance, Abdirahman Duale Beileh such agreements with Privately owned companies without procurement process thus it is null and void,” reads the statement.
The ministry confirmed the conclusion and the recommendations of the investigations will be tabled before the cabinet today.
“The outcome of the probe into the alleged agreement as well as the recommendations will be submitted to the executive during the next weekly meeting,” the statement affirms.
The controversial agreement was allegedly signed by the then minister Mohamed Mursal and the army commander Abdiweli Jama’a Gorod on behalf of Somali government.
According to sources, the MoU was giving contract to provide logistics to Somali National Army (SNA).
Speaking to the media last week, Finance Minister, Abdirahman Duale Beileh who has oversight on the procurement said the agreement took place without the knowledge of his ministry.
Dubai owned companies with the help of mercenaries had inked several backdoor deals with Some Somali regional states.
Among the agreements are Berbera and Bossaso port deals signed with the breakaway Somaliland and Puntland state respectively.
