GAROWE(Halbeeg-News)-Twenty one candidates including the incumbent President, Abdiweli Mohamed Gas, are vying for the position.
Sixty-six members of the regional parliament will decide via voting who will be the next Puntland regional leader for the next four years.
Three candidates with highest votes will proceed to the next round.
Representatives from the federal government from Mogadishu, religious leaders, elders and observers from international organisations and UN and IGAD are present.
Security has been heightened in Garowe, the administrative capital of the Puntland state.
All roads entering the city has been shut down to beef up the security.
