MOGADISHU (Halbeeg News) – Several members of the parliamentary committee on budget and Finance moved to present recently released report by the committee, to the parliament on Saturday.
In a letter signed by ten members of the committee, lawmakers said the procedure followed to submit the report violates the standing order of the committee.
The statement noted that the process used to present the report before the parliament has not been approved by the members of the committee saying it lacked the requisite quorum to move to the parliament.
The report released on 19th of November by Somali parliamentary committee on finance alleged mismanagement of funds at the Ministry of Finance and Mogadishu regional administration.
In the report, the Committee said millions of dollars are unaccounted, and there is no proper documentation of expenses.
The Committee reported that $20 million which was part of $50 million budgetary support from the Kingdom of Saudi Arabia in 2017 has not been accounted.
The Committee noted that the money has not been added to 2018 budget
The Committee accuses the MoF of failing to collect taxes from remittance companies and banks.
The Committee said that Mogadishu local government received $16.5 million between January and June 2018, all was spent, and they are no supporting documents for most of the expenses.
The statement comes hours after the country’s Auditor General, Mohamed Mohamud Ali issued statement terming the report as premature.
Mr. Ali expressed concern about the report saying the report was issued without seeking advice and information from Auditor General’s office and Ministry of Finance.
