Kigali (Halbeeg)- The African Union Chairperson, Paul Kagame on Monday Pledged to work with Somalia on a transition plan to allow the horn of Africa Nation a take the security responsibility ahead of AMISOM exit.
Following discussions With Somali Prime Minister Hassan Ali Kheire during one day visit to Kigali, both leaders agreed to cooperate on the implementation of the endorsed transition plan to protect gains made in stabilizing the country since 2007.
President Kagame who hosted Mr. Kheire said his government would collaborate with Somali on the security of the region.
AMISOM has developed a conditions-based transition plan, to transfer the national security responsibility from the AU troops to the Somali security forces guided by the rule of law and respect for human rights.

In 2017, the UN Security Council authorized a gradual troop reduction amid transition of security responsibility to Somali National Security Forces.
Amisom was required to train and equip at least 30,000 Somalia National Army troops before the final withdrawal in 2020, but so far only 10,000 have been proved capable of undertaking serious security operations.
The first batch of withdrawal was done on pro-rata basis, with Uganda with the highest number of troops (6,223) withdrawing 250, followed by Burundi’s 5,432 troops which released 217.
Ethiopia with 4,395 troops shed off 176, Kenya’s 3,664 released 146 and Djibouti with the least number of 1,000 troops released 40.
